The study of censorship activity is relevant because today politics is filled with technologies,&#13;
but the techniques and methods for creating the desired image were developed and widely used back in 1917 in connection with the events of World War I and the situation of dual power and the political crisis in Russia. These means were instruments of waging war and achieving power. It was concluded that military censorship in 1917 was unable to counter disinformation, and in responding to challenges it lagged behind the rapidly changing situation. The understanding of the deployment of Bolshevik propaganda as a threat by both the Provisional Government and the Soviets was belated.

Статья посвящена культурологическому осмыслению понятия «культурный код» народов Республики Беларусь (Могилевский регион) и Российской Федерации (на примере малочисленных народов Ханты-Мансийского автономного округа – Югры – ханты и манси). Рассматриваются проекты «Хатлые», «Культурный код Югры» и «Беларусь родная, музычная, народная», разработанный Могилевским областным методическим центром народного творчества и культурно-просветительной работы, а также культурное пространство г. Могилева.&#13;
Актуальность темы обусловлена проблемой сохранения культурного кода&#13;
народов двух государств. Раскрываются уникальные культурные особенности&#13;
народов каждого региона. Культурный код Могилевского региона изучается на&#13;
примере народного творчества, объектов историко-культурного наследия и  деятельности учреждений культуры г.  Могилева. Уникальность культуры&#13;
северных народов исследуется на примере орнамента, представляющего собой&#13;
своеобразный код культуры.&#13;
The article is devoted to the cultural understanding of the concept of "cultural code"&#13;
of the peoples of the Republic of Belarus (Mogilev region) and the Russian Federation&#13;
(using the example of the small peoples of the Khanty-Mansi Autonomous Area –&#13;
Yugra – Khanty and Mansi). The author examines the projects "Khatlye", "Cultural&#13;
Code of Yugra" and "Native, Musical, Folk Belarus", developed by the Mogilev Regional&#13;
Methodological Center for Folk Art and Cultural and Educational Work, as well as the&#13;
cultural space of the city of Mogilev. The relevance of the topic is due to the problem&#13;
of preserving the cultural code of the peoples of the two states. The author reveals the&#13;
unique cultural characteristics of the peoples of each region. The cultural code of the&#13;
Mogilev region is studied using the example of folk art, historical and cultural heritage&#13;
sites and the activities of cultural institutions of Mogilev. The article explores the&#13;
uniqueness of the culture of the northern peoples using the example of an ornament,&#13;
which is a kind of cultural code.
