Abstract:
В статье исследуется законодательная база Республики Беларусь в области обращения с отходами производства и потребления в контексте ее роли в процессе реализации экологической и инновационной политики государства. Обоснована целесообразность закрепления в Беларуси на законодательном уровне термина «электронные отходы». Доказана необходимость системной законодательной поддержки создания и внедрения инноваций
как важного фактора решения проблемы отходов производства и потребления. Сформулированы и обоснованы
авторские рекомендации по дополнению законодательно установленного в Республике Беларусь перечня основных
принципов в области обращения с отходами. По результатам анализа норм законодательства Беларуси, регулирующих обращение с отходами, выявлены и исследованы соответствующие юридические предпосылки системной
интеграции экологической и инновационной политики государства. Исследованы установленные законодательством Республики Беларусь меры экономического стимулирования в области обращения с отходами.
The article investigates the legislative framework of the Republic of Belarus in the field of production and
consumption waste management in the context of its role in the process of the realization of the ecological and innovation
policies of the state. The expediency of fixing in Belarus at the legislative level the term "electronic waste" is substantiated.
The need for the systemic legislative support for the creation and introduction of innovations as an important factor in
solving the problem of production and consumption waste is proved. The author's recommendations for supplementing
the list of basic principles in the field of waste management, legislatively established in the Republic of Belarus, are
formulated and substantiated. Based on the results of the analysis of the norms of the legislation of Belarus regulating
waste management, the corresponding legal prerequisites for the systemic integration of the ecological and innovation
policies of the state are identified and researched. The measures of economic incentives in the field of waste management
established by the legislation of the Republic of Belarus are researched.
